      Does the Customer still pay when classes aren't running?

      Yes, they do.

      The reason for monthly payments is to spread the cost of a year's lessons over 12 months, so the cost of those lessons is added up then divided by 12. 

      Please Note: this accounts for normal circumstances. In unprecedented situations (such as the recent COVID-19 lockdown) monthly plans can be suspended.
